大学学费20年上涨25倍 学生人均年支出超万元

　　据教育政策研究所公布的数据，世界上学费开支最贵的是日本，大学生平均年支出为8930英镑。但考虑到日本人均GDP为中国的31倍，日本人的8930英镑相当于中国人3550元的支付能力，而中国大学生每年实际支付却超万元，从这个角度来讲中国大学生每年的支出相当于日本大学生的3倍，稳居全球第一。








　　当我们在为经济发展争创全球第一而努力的时候，十分不幸，我们不小心创造了一个让国人悲哀的全球第一。

　　这个第一是怎么创造的？笔者认为，一是相关部门对大学收费的默许，导致学费近20年的时间里疯狂上涨25倍。二是有些人忘记了教育的公益性，于是有了培养一个本科生的费用相当于一个贫困县农民35年的纯收入的统计。三是有些大学把大学之大当成了楼群之大，豪华之大，人为打造了大学的奢侈风气，导致大学生日常费用增加。四是管理部门有法不依。《中国高等教育法》规定，学费应为学生培养成本的25%。依教育部提供的折中数据即1.2万~1.5万元，按现在每生每年5000元学费、1200元住宿费的标准，学生家庭所分摊的高校教育成本比例为44%，而国外这一比例通常只在13%~15%。

　　这个第一给我们带来了什么害处？一是导致贫困大学生人数增加，据统计，中国贫困大学生人数和比例皆呈迅速增长趋势，高校贫困生比例达25%；我认为，这是大学教育费用政策的一大失败。二是导致贫困家庭无法靠知识摆脱贫困，据有关调查，有25.5%的家庭因负担不了上大学的费用而不愿孩子再升入大学，他们必然进入廉价劳动力行列；三是导致知识和生存的悲哀，在百度搜索里输入“高考学费自杀”字样，跳出的信息达数万条，这和教育的本质已经背道而驰。总之，我国大学生年支出全球第一，给我们带来的是大学教育贵族化，大学形象金钱化，是大学教育的潜在危机，是民族素质的潜在危机。

　　有勇气从这个第一的宝座上走下来吗？目前，教育部称：制定生均培养成本核定办法目的是为了有效治理目前存在的教育乱收费问题，同时要继续保持高校收费政策的总体稳定。尽管如此，我们依然没有看见大学教育费用如何降低的具体措施。我想，这是任何一个平民内心的疑问。
